Following her agreement to work as a private military company for The Dealer, Isabelle "Siren" Lakewood and her organization were given a skyscraper in the Border District of Neon City to utilize as their main headquarters. Siren would take residence in a penthouse on the top floor of the building, guarded personally by Echo while the lower floors were guarded by Echo's men such as Sierra-2.[1]
