The Prophet of Mercy was one of the three hierarchs of the Covenant Empire. He served alongside the Prophet of Truth and Regret from 2524, after Regret and Truth caused a scandal deposing the then-current leaders of the Covenant. He plays a role of supporting antagonist in an upcoming fan-fiction. Mercy is by far the oldest hierarch, and he is respected by most of the Covenant, but he is suspicious of his peer's intentions.
In A Universe Splintered, he appears alongside Truth and Regret in Installation 00 being escorted to safety from the Flood by their Brute Honour Guards.

Mercy attended the trial of Thel 'Vadam in Late September 2552 via hologram, when he controlled the council and gave verbal support to his peers.
Mercy saw the council's judgement, death and public humiliation was too harsh and persuaded Truth to spare him. Instead, Thel 'Vadam would become an Arbiter and go on a suicide mission to quell a group of Heretics who were rebelling against the Covenant. Truth and Mercy gave the Arbiter his mission and awaited it's completion.
At the same time, the Prophet of Regret lead a small fleet to Planet Earth in search of a portal to a place known as "The Ark", which the three had recently discovered. However misleading information lead him to believe that the planet would have no human presence. Forced to flee, Regret and his fleet escaped the planet via slipspace and arrived at one of the Halo Rings, Installation 05. Whilst there he sent a letter of apology to the Prophet of Truth and Mercy for his rash actions and asked for help as Human forces were quickly surrounding his position. Truth replied saying that if not for Mercy, Regret would have been left to die, but chose to give help. Just before his would-be assassins arrived to kill him, the city of High Charity appeared near Halo and Regret was picked up by a dropship to safety.
Once Regret was back on High Charity with his peers, Truth decided to replace the Elite Honour Guards with Brutes, using the near death of Regret as evidence that the Elites could no longer protect the Prophets. The trio then sent Thel 'Vadam, now an Arbiter down to the ring to retrieve a "sacred icon" required to activate the ring and fulfil the Covenant religion's promise of "the Great Journey".
After this what happens is unknown.

- Mercy's personality is based upon the author, and follows the pattern of the hierarchs. Regret (DeadRaiser) is the youngest of the Prophets, and DeadRaiser (contributions-wise) is the Youngest of the three users which the Prophets are based upon. 900bv (Truth) being the middle user and the Author (Mercy) being the oldest.
